No. Nobody can. Acceptance is decided by editors and peer reviewers. Also worth knowing: Scopus coverage is reviewed continually and journals are discontinued — we verify indexing at the time of submission rather than trusting an old list.
Quartiles are calculated annually from citation metrics and are reassigned each year. A Q1 journal this year may not be Q1 next year. We tell you the current quartile and the date it was checked.
